BACKGROUND:

The A12 corporate hangar development site is an undeveloped, five-acre parcel with direct airfield access. The City has issued several public advertisements seeking developers interested in developing all or part of the site. However, these efforts did not yield viable responses, primarily due to the significant site preparation required, which includes extensive grading, installation of all horizontal utilities, taxilane pavement, and the extension of a frontage road.

This grant will fund the design of these horizontal improvements, with construction to begin in late 2025 or early 2026. The design will create three to four parcels, each capable of accommodating a 20,000 square-foot hangar and four additional parcels for 6,400 square-foot hangars. The total infrastructure cost will be averaged across the developable parcels, and prospective builders will be responsible for their proportional share of those costs as part of the vetting process for a long-term ground lease agreement.

FINDINGS AND CONCLUSIONS:

                     Infrastructure, Consulting and Engineering, PLLC (ICE) is the consultant responsible for the design work, operating under an existing general consulting agreement (AIR/220118), dated July 20, 2022.

                     The Airport Advisory Board has expressed its support for the project.

                     Staff is coordinating the project with the City Engineer.

                     The project is consistent with the Airport Master Plan.

                     Staff will coordinate surveying and design activities with adjacent leaseholders.

                     The corresponding Budget Resolution is also on this agenda.

RESOLUTION 2025-23

 

A RESOLUTION TO ACCEPT A PUBLIC TRANSPORTATION GRANT AGREEMENT (PTGA) #FM456589-1-94-01 BETWEEN THE CITY OF OCALA AND THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR DESIGN OF HANGAR INFRASTRUCTURE IN THE AMOUNT OF $116,081

 

WHEREAS, the A12 corporate hangar development site requires significant site preparation, including grading, installation of utilities, taxilane pavement, and road extensions to facilitate future development; and

WHEREAS, the Florida Department of Transportation (FDOT) has awarded grant funding in the amount of $116,081 to design the A12 infrastructure; and

WHEREAS, under this PTGA the City’s matching obligation is $29,020 from the Airport reserve for projects account.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows: that the City Council President is hereby authorized to make, execute, and deliver to the State of Florida Department of Transportation the Public Transportation Grant Agreement # FM456589-1-94-01.
