BACKGROUND:

In December 2022, Kimley-Horn and Associates developed the Northwest Ocala Wastewater Modeling Technical Memorandum, which evaluated the existing wastewater capacity in the northwest area, identified required improvements to handle projected flows, and developed and compared alternatives to address system constraints created by city growth.  Significant future developments are anticipated in the northwest quadrant of the service area.  These developments are expected to generate substantial additional wastewater flows as they build out and connect to the City’s public system.  In response to these projected demands, Kimley-Horn and Associates modeled and assessed five alternatives to increase capacity in the system.  The preferred alternative involved upgrading the force main from Lift Station No. 132 to No. 87.

 

Design services are being provided in accordance with the Agreement for Continuing Professional Engineering Services, (Contract No. ENG/220333) approved by the City Council on September 20, 2022 and amended on August 19, 2025.

 

FINDINGS AND CONCLUSIONS:

Tillman & Associates will provide all necessary professional services for the design and permitting of approximately 5,700 linear feet of new 12-inch diameter force main from Lift Station No. 132 to No. 87 and the abandonment of approximately 5,700 linear feet of existing eight-inch diameter force main along the same alignment.  The design includes the preparation of a single, comprehensive set of construction plans and specifications to be permitted and constructed as a single phase.

 

On August 19, 2025, the City Council approved the first amendment to the Continuing Professional Engineering Services Agreement (Contract No. ENG/220333) with Tillman & Associates Engineering, LLC, with an aggregate expenditure threshold of $150,000.  The first amendment contract term begins on October 1, 2025, and expires on September 30, 2026.

 

Staff recommends approval of this Task Work Order (TWO) No. 2 with Tillman & Associates Engineering, LLC.

 

FISCAL IMPACT:

Funding for this TWO is available in account string 455-020-302-536-53-31010 in the amount of $64,165.

 

PROCUREMENT REVIEW:

These services were procured, and the Task Work Order was reviewed in compliance with the City’s procurement policy. 

 

LEGAL REVIEW:

The Master Services Agreement governing this Task Work Order was reviewed and approved for form and legality by William E. Sexton, Esq., City Attorney.
