BACKGROUND: The intent of the Community Redevelopment Agency (CRA) East Ocala subarea Residential Improvement Grant program is to encourage homeowners to make interior and exterior improvements to buildings while adding value within the CRA and reversing deteriorating trends in the area. In March 2024, the program was revised to include several categories for home improvement. Per the grant guidelines, reroofing is listed as an eligible improvement that can be reimbursed through the program. The maximum grant that can be awarded annually is $20,000.00 and the required applicant match is 25 percent of the project costs. Below is a summary of the application.

FINDINGS AND CONCLUSIONS: Staff reviewed and processed the application in accordance with the grant program guidelines. The key findings are outlined below.
• One of the objectives of the East Ocala CRA Redevelopment Plan (CRA Plan) is neighborhood preservation. The CRA Plan identified the high proportion of older structures in the subarea as a need for action. The Findings of Necessity (2013) found that 68.4 percent of structures in the CRA subarea have a below-average quality of structure. The CRA Plan noted that there is a high correlation between the age of structures and the quality of structure.
• The roof appears worn and faded, and it is approaching the end of its lifecycle. The home was built in 1966; however, the roof was last replaced in 1996.
• The roof material will change from architectural shingles to metal sheets.
• The new roof will also be easier to maintain and will improve the visual appearance of the home and the community.
• The Grant Review Committee (GRC) visited the property on October 14, 2024, and recommended moving forward with the application.
• The East Ocala CRA Advisory Committee (Advisory Committee) met on October 21, 2024, and recommended approval of the grant.
Staff recommends approval of the grant in an amount not to exceed $15,600.00. The recommended amount represents 75 percent of the estimated project costs.
FISCAL IMPACT: There is adequate funding for the grants being considered at this meeting. The East Ocala CRA Grant Account, 620-016-559-559-55-82010, has a balance of $549,631.50. The CRA is expected to make payments totaling $102,838.31 for approved projects scheduled to be completed in Fiscal Year 2024-25.
