BACKGROUND:

The City of Ocala Engineering Department is currently undergoing the verification process for the Community Rating System.  As part of this process, the Stormwater Engineering Division is working to complete various activities to receive a class rating from the Community Rating System.

“Activity 510 - Floodplain Management Planning” is one of the qualifying activities through the Community Rating System.

 

FINDINGS AND CONCLUSIONS:

To complete Activity 510, a Repetitive Loss Area Analysis must be adopted. Attached is the Repetitive Loss Area Analysis prepared by Black and Veatch for the City of Ocala.

 

Staff recommends approval.

RESOLUTION 2026-48

 

A RESOLUTION TO ADOPT THE 2025 REPETITIVE LOSS AREA ANALYSIS

 

Whereas, all of the City of Ocala has exposure to flood hazards that increase the risk to life, property, environment, and the local economy; and

Whereas, proactive mitigation of flood hazards before a disaster event can reduce or eliminate long-term risk to life and property; and

Whereas, a coalition of City of Ocala departments, led by the City of Ocala Engineering Department, with like planning objectives has been formed to create consistent flood mitigation strategies to be implemented within each department’s identified capabilities, within the City of Ocala; and

Whereas, the coalition of City departments has completed a planning process that assesses the risk and vulnerability to the impacts of repetitive flooding losses, develops a mitigation strategy, and creates a plan for implementing, evaluating, and revising this strategy.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows:

 

1.)                     Adopts in its entirety, the 2025 City of Ocala Repetitive Loss Area Analysis.

 

2.)                     Will use the adopted 2025 City of Ocala Repetitive Loss Area Analysis to guide pre- and post- disaster mitigation of the flood hazard.

 

3.)                     Will help to promote and support the flood mitigation successes of all City departments.
