BACKGROUND:
The proposed State-Funded Grant Agreement (SFGA) FPN#435547-3-54-01 addresses the construction of NW 44th Avenue Extension (Phase 2) Project from State Road 40 to NW 11th Street.
The scope of the grant project includes construction of NW 44th Avenue Extension (Phase 2), as approved in the FY 2022 Capital Improvement Plan (CIP), from State Road 40 to NW 11th Street (0.8-mile) to provide a four-lane roadway completing the four-lane corridor from SR 40 to US 27.
The total estimated construction cost of the SFGA project is $10,609,111 and Florida Department of Transportation (FDOT) agrees to reimburse the City of Ocala (City) an amount not to exceed $8,000,000 and the City’s estimated share is $2,609,111. The City also agrees to bear all expenses in excess of the FDOT's participation. Construction plans and Construction, Engineering and Inspection (CEI) services for this project will be performed by the City’s Engineering Department.
FINDINGS AND CONCLUSIONS:
This Resolution is a necessary administrative and contractual requirement allowing the City to enter into a State-Funded Grant Agreement and accept the grant funds. The project will provide improved roadway safety, connectivity, and capacity in northwest Ocala, which will expand and stimulate economic opportunities. City staff recommends approval of this State-Funded Grant Agreement. An accompanying budget resolution is on the consent portion of this Council meeting agenda.
FISCAL IMPACT:
The estimated construction cost of the SFGA project is $10,609,111 and FDOT agrees to reimburse the City an amount not to exceed $8,000,000. The City is responsible for any cost in excess of the FDOT's participation. Funding for this project will be carried forward from FY 2022 budget to FY 2023 budget in the following accounts:

RESOLUTION TO APPROVE THE STATE-FUNDED GRANT AGREEMENT BETWEEN THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION AND THE CITY OF OCALA
WHEREAS, the State of Florida Department of Transportation and the City of Ocala desire to facilitate the NW 44th Avenue Extension from State Road 40 to NW 11th Street project; and
WHEREAS, the State of Florida Department of Transportation agrees to reimburse the City of Ocala $8,000,000 towards this project; and
WHEREAS, the State of Florida Department of Transportation has requested the City of Ocala to execute and deliver to the State of Florida Department of Transportation the State Funded Grant Agreement for the aforementioned project FPN 435547-3-54-01.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled that the City Council President is hereby authorized to make, execute and deliver to the State of Florida Department of Transportation the State Funded Grant Agreement for the project known as FPN 435547-3-54-01.
