BACKGROUND: On October 5, 2021, the City Council awarded an agreement for SunTran Transit Management Services to RATP Dev USA, Inc. for an initial term of three years, commencing October 18, 2021, and ending October 17, 2024.  The agreement offered an option for one renewal of three years.

 

Pursuant to the terms of the agreement, RATP Dev is required to provide for the day-to-day operations and management of SunTran, including fleet maintenance, marketing, and promotional activities, employment of transit personnel, and contracting for complementary paratransit service for individuals with disabilities as required by the Americans with Disabilities Act (ADA).  Since contract inception, RATP Dev has provided SunTran with ADA-compliant paratransit services.

 

On September 6, 2022, the City Council approved the First Amendment to the Agreement to increase the contract value to cover wage increases for transit staff to align them more closely with the labor market to attract and retain qualified staff.  On July 16, 2024, the City Council approved an agenda item increasing the contract value to cover ADA-related and other expenditures through the remainder of the initial contract term. 

 

FINDINGS AND CONCLUSIONS:  Staff now requests approval of the Second Amendment to exercise the option for the three-year renewal term available under the Original Agreement commencing October 18, 2024, through October 17, 2027.  The Second Amendment also includes the following changes:

 

1.                     Adding a second bus servicer position to help maintain the fleet once they return to the facility. The bus servicer position was established over two decades ago to support a fleet of five buses.  SunTran currently has a total of twelve buses and support vehicles.

 

2.                     Increasing the estimated revenue hours from 33,500 to 34,500 to address the implementation of the planned downtown trolley circulator and other fixed route service improvements.

 

3.                     Adding 200 revenue hours for special events including, but not limited to, the Fourth of July celebration, Light Up Ocala, Ocala Art Show, Martin Luther King Jr. events, and Ocali Country Days. 

 

4.                     Estimating the expenses for the ADA services. Over the next three years, RATP Dev will continue to use Marion Transit to provide paratransit services. Marion Transit directly bills RATP Dev for these services, which in turn passes on the cost to the City of Ocala.

 

RATP Dev has continuously maintained a high-quality service for the SunTran public transit system, providing a vital service to the citizens of Ocala/Marion County.  RATP Dev has demonstrated a proven commitment to our community and has been a good partner with the City of Ocala since 1998. 

 

FISCAL IMPACT:   The additional cost of the bus servicer position, estimated hours for fixed routes, estimated special services, and ADA paratransit services will be funded by grants from the Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), and local matches from the City and Marion County.  The following chart provides detailed information relevant to the renewal term:

The total fixed route expenditures will be approximately $9,072,315, and the total ADA expenditures will be approximately $1,938,095. These expenditures will be tracked in various accounts in fund 494.
