BACKGROUND:
On December 3, 2024, City Council approved and entered into the agreement with SSC Construction Management, LLC (SSC) for design-build services for the Downtown Parking Garage No. 2, to be located on the city block encompassed by West Broadway Street to the north, SW Third Avenue to the west, SW Second Avenue to the east, and West Fort King Street to the south.
On August 19, 2025, the City Council approved and entered into a Parking Agreement and a Redevelopment Agreement (collectively, the “Agreements”) with Domach, LLC (Domach), the developer of the Downtown Ocala Marriott AC Hotel. The agreements designate the dedicated and reserved use of an elevator and 225 parking spaces within Downtown Parking Garage No. 2.
FINDINGS AND CONCLUSIONS:
SSC submitted an initial design consistent with the City of Ocala’s (City) Request for Proposal (RFP) issued on April 15, 2024. The City reviewed and approved this design, which included two elevators within the parking garage and a dry standpipe fire suppression system.
The approved design of the fire suppression system is a dry standpipe system with fire department connections (FDCs) on each floor, consistent with current building and fire code requirements. However, Ocala Fire Rescue has requested an upgrade to a dry sprinkler fire suppression system to comply with the revised building and fire code revisions effective January 2026.
The key difference between the two systems is that a dry standpipe system requires firefighters to connect to a water source and manually connect a hose to the applicable floor, whereas a dry sprinkler system is pre-connected to a water source and activates automatically in the event of a fire.
To fulfill the Parking and Redevelopment agreements between the City and Domach for a dedicated elevator, it was determined that a third elevator is necessary and beneficial based on the number of parking spaces and levels in the garage.
The estimated cost for constructing the third elevator is $216,000, which will be equally split between the City and Domach. Domach will remit $108,000 to the City within 30 days of written notice that the parking garage is complete and ready for occupancy.
Staff recommends approval for the City Engineer to issue a change order for the addition of the third elevator and approve an additional $216,000 in project funding. The change order for the dry sprinkler fire suppression system (attached for information only) will be funded through the existing project contingency and may be executed by the City Engineer.
FISCAL IMPACT:
Funding for the additional elevator is available in account 091-020-328-545-69-65010 in the amount of $216,000. Funding for the sprinkler system change in the amount of $786,571 will be taken from project contingency. The additional $216,000 funding request includes the cost of the third elevator ($181,800) and the cost of the elevator shaft ($34,200).
PROCUREMENT REVIEW:
The Third Elevator change order is in compliance with the City’s procurement policy.
