body

BACKGROUND:

The City of Ocala has utilized Survalent’s Supervisory Control and Data Acquisition (SCADA) system since 2013 as the primary platform for monitoring and controlling electric distribution operations. This system is fully integrated into OEU’s infrastructure and is essential for real-time visibility, outage management, and operational reliability.

A comprehensive review conducted on December 3, 2025, confirmed that Survalent remains the most practical and least disruptive option for continued SCADA services. The proposed contract includes enhancements such as Geographic Information System (GIS) integration, Distribution Management System (DMS) upgrades, advanced dashboards, and training workshops, while deferring higher-cost components to align with the Utility Network rollout in fiscal year 2027.

FINDINGS AND CONCLUSIONS:

Staff determined that maintaining and expanding the Survalent SCADA platform is the most cost-effective and risk-mitigated approach. Transitioning to a new vendor would require extensive re-engineering, increase cybersecurity exposure, and disrupt critical utility operations. Survalent’s proposal supports continuity, phased modernization, and future readiness for automation and outage management integration. The solution includes platinum-level support and implementation workshops, ensuring reliable performance and alignment with OEU’s strategic objectives. The phased approach allows for immediate implementation of essential upgrades. Staff recommends approval of this software project.

FISCAL IMPACT:

Funds for the initial upgrade cost of $249,441 and annual maintenance and support totaling $90,100 are available in account number 332-032-203-531-53-52045
