BACKGROUND:

Hydrogen sulfide (“H2S”) is a colorless gas generated in the sewer systems. Over time, this gas causes safety and maintenance problems including odors and corrosion.  The corrosive nature of H2S compromises the integrity of the manholes by deteriorating the protective coating and exposing the concrete structure.  This project consists of the preparation and installation of polyurethane coatings to protect the manholes’ concrete structures with a life expectancy of 15 years.

 

Engineered Sprayed Solutions, LLC (“ESS”) was the successful bidder under Sarasota County’s competitive solicitation for manhole and lift station rehabilitation services and was awarded a contract on June 3, 2020.  The contract awarded to ESS by Sarasota County, Contract No. 2020-435, was effective for an initial term of three years through June 3, 2023 (the “Sarasota County Agreement”).  The Sarasota County Agreement offers two additional one-year renewal periods.

 

On April 6, 2021, City Council approved Water Resource’s piggyback of the Sarasota Agreement with Engineered Sprayed Solutions, LLC to perform these services (“Contract No.:  WRS/210309”).  Fully executed on May 13, 2021, Contract No.: WRS/210309 was approved at an initial aggregate expenditure amount of $300,000 for an initial term expiring on June 3, 2023.  On June 8, 2022, City Council approved an additional $355,000 in expenditures to cover work anticipated through June 3, 2023.  A total of $623,512.70 was expended under WRS/210309 during the initial term of May 13, 2021 through June 3, 2023.  

 

 

FINDINGS AND CONCLUSIONS:

Sarasota County exercised the first of two available renewal periods on May 24, 2023, thereby extending the term of the underlying Sarasota County Agreement through June 2, 2024.  Staff now seeks approval for continued use of its piggyback agreement with Engineered Sprayed Solutions, LLC, as well as approval to add an additional $300,000 to cover necessary services through June 2, 2024.

 

The Water Resources Engineering Division recommends the use of a manhole coating system to maintain serviceability conditions and prolong the service life of the manholes. ESS offers a polyurethane coating product which meets the City of Ocala Standard Specifications for Construction.

 

Staff recommends approval.

 

FISCAL IMPACT:

Funding is available in FY24 in the amount of $150,000 in account string 455-030-300-535-53-46010 and $150,000 in account string 455-030-303-535-53-46010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.
