BACKGROUND:
The approach end of Runway 36 was recently identified as not meeting the Federal Aviation Administration (FAA) standards for a runway safety area due to changes in grade and depressions that exceed FAA design tolerances.
The Airport has been working closely with the FAA to coordinate the design of the regrading, with a grant application submitted in May 2025 and executed in September 2025.
FINDINGS AND CONCLUSIONS:
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• A request has been made to the Florida Department of Transportation for a grant to offset the City’s matching obligation further.
• Staff recommends approval.

A RESOLUTION AMENDING THE FISCAL YEAR 2025-26 BUDGET TO appropriate $225,850 in grant funding from the Federal Aviation Administration and transfer A MATCH OF $11,886 from the Airport reserve for projects account to design an extension to the runway 36 safety area FOR A TOTAL COST OF $237,736
WHEREAS, the Runway 36 safety area requires grading to meet current FAA specifications; and
WHEREAS, the Federal Aviation Administration has awarded grant funding in the amount of $225,850 to design the grading project; and
WHEREAS, under this grant agreement, the City’s matching obligation is $11,886 from the Airport reserve for projects account; and
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-26 budget be amended as outlined below to appropriate funding as follows:
