BACKGROUND:
On or about March 1, 2022, the City of Ocala and the Board of County Commissioners of Marion County, Florida, entered into that certain Interlocal Agreement for the Expenditure of Opioid Settlement Funds. A copy of that original interlocal agreement is attached to this Agenda Item for reference.
This original interlocal agreement was designed to comply with the requirements of the Florida Plan for the receipt of opioid settlement funds by establishing and outlining the relationship between the City and Marion County with respect to the receipt, management, and expenditure of said funds.
The original interlocal agreement established the Marion County - City of Ocala Joint Opioid Settlement Fund Administration Committee (the Committee) and provided a series of guidelines for the Committee.
The Committee has met repeatedly since it was established in 2022 and has developed the Marion County Opioid Abatement Plan (the Abatement Plan), which was ultimately approved by the Board of County Commissioners of Marion County, Florida.
Through its meetings and the development of the Abatement Plan, the Committee has determined the need for changes, updates and modifications to the original interlocal agreement to bring said agreement into compliance with the current needs and procedures of the Committee and for the effective administration of the Plan.
Staff for both Marion County (also acting as staff for the Committee) and the City of Ocala have participated in the meetings of the Committee and have worked cooperatively to develop a series of amendments to the original (2022) interlocal agreement which are now being presented to both the City Council and the Board of County Commissioners for their consideration and approval.
FINDINGS AND CONCLUSIONS:
The City Council of the City of Ocala, Florida, finds, concludes, and determines that the approval of and entry into the Amendment to Interlocal Agreement for the Expenditure of Opioid Settlement Funds protects and supports the health, safety, and welfare of the citizens of the City of Ocala, Florida and is in the best interest of the City of Ocala, Florida and its citizens.
