BACKGROUND:
The aircraft parking apron/ramp in front of the General Aviation Terminal spans approximately 140,000 square feet and currently has a pavement condition index (PCI) rating of 52, indicating poor condition. The pavement structure consists of 8.5 inches of asphalt over a 12-inch lime rock base, further supported by a 12-inch clay-stabilized subgrade. The base and the initial layers of asphalt date back to the Airport's original construction in the late 1960s, making them some of the oldest on the premises. In 2008, severe water infiltration through the subgrade caused large pavement sections to dislodge, necessitating the replacement of the top two inches of asphalt. However, the underlying issues were not addressed due to funding limitations.
This request will provide design services to rehabilitate the ramp.
FINDINGS AND CONCLUSIONS:
On February 17, 2022, the City issued its Request for Proposals (RFP) No. AIR/220118 for the provision of continuing general aviation engineering services. Infrastructure Consulting & Engineering, PLLC, and McFarland Johnson, Inc. were the highest-ranked of the eight firms that responded and were awarded three-year contracts.
Infrastructure, Consulting & Engineering, PLLC has significant airport engineering and planning experience.
This Task Work Order (TWO) includes:
Task 1a: Concept Alternatives & Benefit-Cost Analysis - Materials Testing Equipment
Task 1b: 60 percent Design Development
Task 1c: Final Design
The scope and fee provided by Infrastructure Consulting & Engineering, PLLC, have been reviewed and approved by the City Engineer.
The TWO for design-phased services is funded through Federal Aviation Administration and Florida Department of Transportation grants and a match by the Airport.
The Airport Advisory Board supports this project.
Construction bid opening will occur in 2025.
