body

BACKGROUND:

The City of Ocala has utilized Motorola radio equipment for over 20 years. The City’s radio system is instrumental in day-to-day operations and in times of emergency. The renewal of the one-cent sales tax has enabled the city to update the public safety radio system.

Motorola Solutions is offering the City a lease/purchase option to update radio equipment originally purchased in 2017. Motorola’s proposal includes project management, installation, programming, customer training, systems integration, and engineering services as needed. Payments will be made over a five year term with the first installment due November 2026. Each department will receive new portable radios and the necessary accessories during Fiscal Year 2025.

FINDINGS AND CONCLUSIONS:

The State of Florida has signed a participation agreement with Motorola Solutions, Inc.  As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of alternate source contracts awarded by the State of Florida Department of Management Services (DMS). Contract No. 43190000-22-NASPO-ACS was approved as an alternate contract source by the State of Florida for the provision of public safety communication products, services and solutions effective January 1, 2022 for a term of four years ending December 31, 2026. There are two years’ worth of renewals available under the contract. Discounted pricing offered by Motorola under the agreement will be extended and guaranteed to political subdivisions of the state of Florida.

The inclusion of the SmartMapping, SmartProgramming (LTE), and SmartConnect applications ensure operability and functionality of the equipment in the field. The applications will provide the ability to better monitor and support public safety personnel.

This purchase will not only provide additional functionality for integrations into public safety systems, but will also increase the ability of Ocala Police Department, Ocala Fire Rescue, and Ocala Electric Utility to facilitate updates to units in the field, thereby increasing coverage by supplementing areas of weakness with LTE and Wi-Fi.  The City’s existing public safety radio equipment is over seven years old, and replacement is recommended.

FISCAL IMPACT:

Funding for these purchases will be paid for out of the respective departments’ accounts and tracked under Munis contract number 250693. The payments will be made over a five-year term of $1,040,391 for year one and $1,228,128 for years two through five.
