BACKGROUND:
On July 25, 2023, the City issued its Request for Proposals (“RFP”) #GRM/230625 seeking qualified firms for the provision of professional planning and consulting services related to the development of the 2050 City of Ocala Vision and Comprehensive Plan Update with the option to provide professional services for generating the Unified Land Development Code.
The solicitation closed on August 22, 2023, with three (3) proposals from Kimley-Horn and Associates; JBrown Professional Group, Inc., and Amarach Planning Services, LLC. The City’s Selection Committee met on September 13, 2023, for the initial evaluation of the submitted proposals and all three proposers were selected to move forward with oral presentations. After oral presentations were held on September 25, 2023, the Selection Committee issued independent scoring on a weighted scale as follows:

Kimley-Horn and Associates, Inc. (Kimley-Horn) received the highest ranking with a score of 91.4 out of a possible 100.
The agreement with Kimley-Horn will commence upon full execution and with all work being completed on or before November 6, 2025. All work detailed in the Scope of Services will be assigned by individual Task Work Orders negotiated and approved by the City and Kimley-Horn.
FINDINGS AND CONCLUSIONS:
Staff recommends approval of the Agreement for Professional Planning Services with Kimley-Horn in an amount not to exceed $250,000.
FISCAL IMPACT:
Funding in the amount of $250,000 is available in account 001-016-061-515-51-31010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This contract will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
