BACKGROUND:

The Federal Transit Administration (FTA) uses the Transit Award Management System (TrAMS) computer software system as its official platform for managing grant applications and associated reporting requirements.  To support accountability, security, and workflow separation, user roles within TrAMS are carefully structured.  Each role serves a distinct function, contributing to a system of checks and balances that ensures accurate, authorized, and compliant grant management.  An explanation of the TrAMS signature authority and the prior TrAMS staff designation by the city council in 2019 is included in the attachments for reference.

 

FINDINGS AND CONCLUSIONS:

Due to recent personnel changes, it is necessary to update the city’s designated users (signature authorities) in TrAMS to maintain continuity in grant management functions. This request is to designate Jeff Shrum, Growth Management Director, and Tom Duncan, Transit Administrator, to serve in the designated “Officials” roles in the TrAMS system, ensuring continued functionality for application development, reporting, and official submissions. These staff designations will help ensure that all required TrAMS activities remain timely, compliant, and uninterrupted, supporting the city’s ability to manage federally funded projects and meet ongoing FTA requirements effectively.
