BACKGROUND: To increase available public parking and generate revenue in the downtown area, the Parking Division is planning to add MacKay Tango (Tango) parking pay stations in designated parking lots. The initial lots that will utilize the pay stations will be Lot 7 (parcel #2854-036-004), located on the NW corner of SW Broadway Street and SW First Avenue, and the Marion Theatre Lot (parcel #2853-046-007), located on the NE corner of W Fort King Street and SW First Avenue.
- Adding the pay stations and parking passes for designated areas in the Marion Theatre lot will allow for appropriate enforcement.
- Converting Lot 7 to a paid public lot, utilizing current parking rates and assuming a 50 percent capacity, will generate an estimated annual revenue of $21,060. The current estimated annual revenue for this lot is $8,640.
- The third pay station will fulfill the need of redundancy and act as backup equipment.
Installation of the pay stations downtown will add 46 parking spaces to the public parking inventory in the downtown area, Monday through Friday, 8 a.m. to 5 p.m.
This conversion is part of the parking plan presented to City Council at its January 30, 2024, workshop.
FINDINGS AND CONCLUSIONS: Utilizing Tango pay stations in the downtown parking areas will increase parking in the downtown by 46 spaces during weekdays and provide continuity in devices. The Tango pay stations are provided through MacKay, the current meter provider for the City of Ocala. Adding pay stations in Lot 7 and the Marion Theatre lot is estimated to increase annual parking revenue by over $12,000. The pay stations will be ADA compliant and will accept payment by coin, card, tap-to-pay, and app payments.
FISCAL IMPACT: In accordance with the development agreement between the City of Ocala and Downtown Ocala, LLC, the City receives annual payments in the amount of $54,000 for reserved parking spaces in the downtown parking garage. This funding, which is received in revenue account 094-344-000-000-02-34520, is to be used for activities in support of parking and will be used to purchase the pay stations. The expense account will be applied to 094-016-016-515-51-52060.
