BACKGROUND:

On December 7, 2021, City Council approved a Federally-Funded Subaward and Grant Agreement (“Agreement H0572” or the “Agreement”) between the City of Ocala and the Florida Division of Emergency Management.  This Agreement awards funds from the Federal Emergency Management Agency’s Hazard Mitigation Grant Program DR-4337-376-R to improve the drainage of a residential area located at boundaries northeast of 16th Avenue.

The project includes the construction of a new detention pond to be located at 1613 Northeast 16th Avenue to store upstream runoff. The new detention pond will reduce the stormwater discharge to the downstream pump station 201 from the north. The project shall also include elevating 475 LF of the adjacent road, Northeast 16th Avenue, in order to divert stormwater runoff to the new pond. All of these actions will protect the road and surrounding homes from property damage caused by flooding and reduce stormwater discharge downstream.

FINDINGS AND CONCLUSIONS:

Agreement H0572 was awarded for an initial term beginning February 1, 2022 and ending April 30, 2023. City staff started the extension process in April 2023.  Modification Number One reinstates and extends that term through April 30, 2024 and makes the following amendments to Agreement H0572:

•                     The Agreement is hereby reinstated and extended as though it had never expired.

•                     The Agreement Period is amended to begin February 1, 2022 and end April 30, 2024, unless terminated earlier in accordance with the provisions of the Agreement.

•                     The Budget and Scope of Work are modified as set forth in the accompanying 1st Revision to Attachment A.

Staff recommends approval of Modification Number One.  After this modification is approved, staff will request another extension due to pricing issues.   We are currently evaluating bids that exceed our budget.  Staff will be requesting a budget increase from FEMA.
