BACKGROUND:

The purchase of firefighting bunker gear is an annual Ocala Fire Rescue (OFR) operating expense. OFR employees regularly clean and inspect each piece of bunker gear to prolong the useful life of the equipment. However, the gear endures normal wear and tear and must be replaced before the ten-year maximum life span according to National Fire Protection Association (NFPA) standards.

 

FINDINGS AND CONCLUSIONS:

On July 26, 2022, Lake County, Florida, entered into the Contract for Fire Equipment, Supplies, and Services, Contract No. 22-730H (the Lake County Agreement), with Municipal Equipment Company, LLC (MECO), for the supply of fire equipment, supplies, and services. The Lake County Agreement offered an initial term of one year with two optional one-year renewal terms.

Procurement approved the “piggyback” of the Lake County Agreement after it was determined that the agreement offered a 35% discount and best pricing for the type of bunker gear utilized by OFR. The City’s Piggyback Agreement, Contract No. OFR/220712 was approved on September 11, 2022, in the amount of $45,000 for a one-year term effective August 1, 2022, through July 31, 2023. On August 1, 2023, the City Council approved the First Amendment to the Piggyback Agreement, thereby extending the contract term through July 31, 2025, and approving additional expenditures in the amount of $90,000.

OFR is now requesting an additional $50,000 for the annual purchase of bunker gear and supplies for the term of this contract ending July 31, 2025.

 

FISCAL IMPACT:

Funds are budgeted and available in Fire Rescue account 001-019-019-522-52-52060.

 

PROCUREMENT REVIEW:

These goods were procured in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

N/A - The City’s standard Purchase Order terms and conditions will be utilized to procure this bunker gear.
