BACKGROUND:
The Ocala Police Department has accumulated funds from federal, criminal, administrative, or civil forfeiture proceedings. These funds were logged into evidence and held in a designated fund as required by Florida State Statute. Following the statutory process, the funds were converted for official use and placed into a reserve account. The Ocala Police Department is seeking authorization to transfer the funds from the reserve account to support the expenses associated with the Emergency Operations Center/Real-Time Crime Center (EOC/RTCC) building expansion.
FINDINGS AND CONCLUSIONS:
The transfer of funds will enable the agency to utilize the accumulated funds to enhance the EOC/RTCC’s capabilities and support public safety initiatives.
FISCAL IMPACT:
The Reserve for the Police Trust Fund account has an approximate balance of $686,889. The funding for Professional Services will be in account 610-018-854-521-52-31010. The funding for equipment will be in account 610-018-854-521-52-52060.

BUDGET RESOLUTION 2024-164
A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO APPROPRIATE FUNDS FROM THE POLICE TRUST RESERVE FOR BUILDING-RELATED EXPENSES IN THE AMOUNT OF $169,832
WHEREAS, the Police Trust and Agency Fund was created to deposit revenues received from federal criminal, administrative, or civil forfeiture proceedings; and
WHEREAS, the Police Department requires professional services and equipment to address critical facility needs, enhance operational efficiency, and better serve the community; and
WHEREAS, it is necessary to appropriate $169,832 from the Police Trust Reserve to cover the costs of professional services and equipment including but not limited to architectural fees, construction costs, security fixtures, and other digital equipment; and
WHEREAS, the Police Trust Reserve contains sufficient funds to support these building-related expenses; and
WHEREAS, the funds totaling $169,832, are available in the Police Trust Fund Reserve for Fund Balance account and will be transferred to operating accounts.
NOW THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as outlined below:
