BACKGROUND:
On November 9, 2021, the City of Ocala (“City”) issued its Request for Proposal (“RFP”) No. WRS/211026 for the provision of professional design and other related services associated with the design of a 30 million gallon per day (“MGD”) membrane at Water Treatment Plant No. 2 (“WTP #2”) located at 3744 South Pine Avenue, Ocala, Florida.
The new water plant treatment process will be nanofiltration with the finished water quality mirroring the existing WTP#1 finished water. The City has determined that the Lower Floridan Aquifer (“LFA”) is characterized as brackish groundwater at WTP #2 and is a suitable alternative water supply and with minimal treatment, can become the primary potable water source for customers. The treatment would require a 15-20% raw water blending from the Upper Floridan Aquifer with the LFA. This process ensures that the City’s customers receive uniform quality drinking water and maintain customer satisfaction. The water demand projection based on a 20-year plan is a 30 MGD plant.
FINDINGS AND CONCLUSIONS:
After a sixty-three (63) day solicitation period and sourcing a total of 393 potential vendors for this opportunity, RFP No. WRS/211026 closed on January 11, 2022, with a single response from Kimley-Horn and Associates, Inc. (“Kimley-Horn”). The City’s Selection Committee reviewed and considered Kimley-Horn’s proposal against the weighted evaluation criteria set forth in the solicitation and, after final scoring, Kimley-Horn was determined to have the required staffing, expertise, qualifications, and capacity to perform the services needed by the City. The final scoring is reflected below:
Under the terms of the agreement, Kimley-Horn will mobilize and commence design work on this project no more than ten (10) working days from the issuance of the City’s Notice to Proceed (“NTP”). All work is required to be substantially completed by Kimley-Horn in a manner satisfactory to the City Project Manager within four hundred (400) calendar days of the start date indicated on the NTP.
The total construction cost of the 30 MDG WTP#2 is estimated to be $135,000,000 - $150,000,000. The estimated cost for the construction of the initial buildout of the plant which will provide approximately one third of the water production capacity is approximately $72,000,000. The buildout of the plant will be by phased construction with the last phase completing construction in 2030. The Florida Department of Environmental Protection and the St. Johns River Water Management District have pledged grant funding to cover one half of the cost of the initial buildout. The design cost is roughly 3.3% - 3.7% of the construction cost. Staff searched diligently to find grants to assist with design but was unsuccessful.
This proposal complies with the Florida Statutes Consultants Competitive Negotiation Act (CCNA) Title XIX 287.055. With current market conditions of engineering and construction costs, and since this contract is a ‘not to exceed’ based on the reasonable time to complete the design, staff recommends to award and approve the professional design services contract for WTP #2 (WSD/211026) with Kimley-Horn & Associates, Inc.
FISCAL IMPACT:
The total cost for the design is $4,999,483.79. $2,000,000 is available in FY23 account #308-030-334-533-69-65010 and $2,999,484 will be budgeted in FY24 to cover the remaining project cost.
PROCUREMENT REVIEW:
The underlying services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
