BACKGROUND:
The Ocala International Airport’s existing T-hangar campus is at capacity and unable to accommodate the 40+ people on its hangar wait list. The Airport proposes to extend a road from near the intersection of SW 67th Avenue and SR 40 through the northern section of the airport to provide access to Taxiway B (TWY-B) and ultimately Runway 08/26 (the crosswind runway). This road will provide development opportunities to include T-hangars, private hangars, and other aviation and non-aviation businesses.
The project has been designed and is currently out to bid.
This supplemental grant will augment the existing grant funding for the design and construction of approximately 3,100 feet of road and associated utilities.
FINDINGS AND CONCLUSIONS:
The project is consistent with the Airport Master Plan and Airport Layout Plan. Twenty-three percent ($459,982) of Airport revenue is derived from its T-hangar campus. The Airport Advisory Board supports this project.

This amendment provides supplemental funding as follows:

RESOLUTION 2024-24
A RESOLUTION TO APPROVE AMENDMENT #2 TO PUBLIC TRANSPORTATION GRANT AGREEMENT (PTGA) #449858-1-94-01 BETWEEN THE CITY OF OCALA AND THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR DESIGN AND CONSTRUCTION OF THE NORTH T-HANGAR ACCESS ROAD IN THE AMOUNT OF $675,000
WHEREAS, the City of Ocala desires to construct a road to accommodate aviation growth at the airport; and
WHEREAS, the infrastructure improvements will accommodate new development adjacent to Runway 8/26; and
WHEREAS, on January 17, 2023, the Florida Department of Transportation provided a grant offer of $1,500,000 for the performance of design and construction of the north T-hangar access road; and
WHEREAS, on May 2, 2023, the Florida Department of Transportation provided a supplemental grant offer of $500,000 to augment the previous grant for the performance of design and construction of the north T-hangar access road; and
WHEREAS, under this 2nd amendment to the PTGA, the Florida Department of Transportation is adding additional funds of $675,000; and
WHEREAS, the City’s matching obligation is increased by $168,750.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA that the City Council President is hereby authorized to make, execute and deliver to the State of Florida Department of Transportation the Amendment 2 to Public Transportation Grant Agreement #449858-1-94-01.
