BACKGROUND:

As presented at the workshop on May 12, 2026, and based on the approved Fiscal Year 2026-27 budget, Planning, Engineering, and Public Works staff have reviewed and are now presenting the proposed 2026-27 Transportation Improvement Plan (TIP) for approval. 

The City of Ocala TIP serves as a long-range transportation planning tool and resource for the City Council, staff, and the public. For this purpose, the TIP lists funded and unfunded transportation projects over the next five-year period. At a minimum, the TIP will be updated annually to provide the City Council with the opportunity to adjust funding and resources based on changing conditions and the need for improvements. The types of projects to be included in the TIP are capacity, operational/intersections, bicycle and pedestrian, planning, and public transit. Activities undertaken on these projects usually include survey, design, right-of-way acquisition, and construction.

 

FINDINGS AND CONCLUSIONS:

The projects listed in the TIP are included based on information from the prior TIP, staff input, the Ocala Marion Transportation Planning Organization (TPO) long-range plan, the TPO List of Priority Projects (LOPP), and the Florida Department of Transportation (FDOT) Five-Year TIP. The City’s TIP focuses on major capacity and reconstruction projects, intersection improvement projects, intelligent transportation system (ITS) projects, and turn lanes. The TIP does not typically include maintenance or rehabilitation projects, which are planned and maintained by the City Engineer’s Office. Projects that also appear in the LOPP will have their 2026 TPO Priority Ranking included in their description.

The TIP may be updated at any time as project needs change to ensure the Plan reflects all of the projects that the City has identified as a priority. With each update, the five-year time frame is revised to reflect the addition of the new fiscal year and new projects added for that year. The TIP and amendments to the TIP will be presented to the City Council for final approval.

RESOLUTION 2027-2

 

A RESOLUTION OF THE CITY COUNCIL OF OCALA, FLORIDA ADOPTING THE OCALA TRANSPORTATION IMPROVEMENT PLAN FISCAL YEAR  2026/2027; PROVIDING FOR AN EFFECTIVE DATE.

 

WHEREAS, the City of Ocala, Florida (the “City”), is committed to maintaining and improving a safe, efficient, accessible, and connected transportation system that supports the mobility of residents and visitors, accommodates existing and future growth, and promotes the economic vitality and quality of life of the community; and

WHEREAS, the Transportation Improvement Plan (TIP) serves as the short-range transportation planning document for Ocala and identifies transportation projects programmed for implementation using federal, state, and local funding sources; and

WHEREAS, the TIP includes transportation improvements addressing multiple modes of transportation, including roadway construction and improvements, operations and maintenance, resurfacing, bicycle and pedestrian facilities, public transportation, and aviation; and

WHEREAS, federal and state transportation planning requirements provide for the development and adoption of a financially feasible TIP identifying transportation projects and their anticipated implementation schedules and funding sources; and

WHEREAS, the TIP is intended to implement transportation priorities identified; and

WHEREAS, the City recognizes the importance of the identification and advancement of transportation projects that improve mobility, safety, connectivity, and access within the City and throughout the Ocala/Marion County area; and

WHEREAS, the City’s transportation priorities include maintaining and improving existing transportation infrastructure, addressing transportation system deficiencies and gaps, improving multimodal connectivity and safety, and supporting transportation improvements necessary to accommodate existing and anticipated development and growth; and

WHEREAS, the City has reviewed the Transportation Improvement Program for Fiscal Years 2026/2027 and finds that the projects and improvements identified therein are consistent with the City’s transportation priorities and other applicable City planning efforts, to the extent applicable; and

WHEREAS, adoption of the TIP will provide a coordinated framework for advancing transportation projects within the City and facilitate coordination with the Ocala/Marion County TPO, Florida Department of Transportation, Marion County, and other transportation partners and funding agencies; and

WHEREAS, the City Council finds that adoption of the Transportation Improvement Program is in the best interests of the residents and visitors of the City of Ocala and will further the health, safety, and general welfare of the community.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows, The City of Ocala adopts the Transportation Improvement Plan Fiscal Year 2026/2027.
