BACKGROUND:

The Florida Legislature passed the Sadowski Act in 1991, creating a trust fund to finance state and local affordable housing initiatives managed by the Florida Housing Finance Corporation. The State Housing Initiatives Program (SHIP) grant is funded by this act and distributed to counties and qualifying municipalities in Florida.

 

FINDINGS AND CONCLUSIONS:

Florida Statutes require entities that accept funds for the SHIP program to submit an annual report. The plan is submitted annually to report data on the usage of funds that have been significantly expended within the two-year close-out period, to provide performance measure reports, and to meet the data requests of the Florida State Legislature. The City of Ocala is submitting its closeout report for the 2023-2024 funding cycle. The City received $747,119 in SHIP funding for the 2023-2024 funding cycle.

Annual reporting is required to continue to receive SHIP funding.

RESOLUTION 2026-55

 

APPROVE THE CITY OF OCALA’S STATE HOUSING INITIATIVES PLAN (SHIP) ANNUAL REPORT FOR CLOSEOUT YEAR 2023-2024

 

WHEREAS, the State of Florida enacted the William E. Sadowski Affordable Housing Act, Chapter 92-317 of Florida Sessions Laws, allocating a portion of documentary stamp taxes on deeds to local governments for the development and maintenance of affordable housing; and

WHEREAS, the SHIP Act requires entities that receive annual funding to submit annual closeout reports on the activities it accomplished in the program year being closed out; and

WHEREAS, the City of Ocala has significantly expended its 2023-2024  program year funding.

 

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows:

 

Section 1: The City Council of the City of Ocala, Florida hereby approves the SHIP Annual Report, as attached, and incorporated hereto for submission to the Florida Housing Finance Corporation as required by ss 420.9075, Florida Statutes, for program year 2023-2024.

Section 2: The Council President is hereby designated and authorized to execute any documents and certifications required by the Florida Housing Finance Corporation as related to the Annual Report, and to do all things necessary and proper to carry out the terms and conditions of said program.

Section 3: This resolution shall take effect immediately upon its adoption.
