BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan, approved by the Department of Housing and Urban Development (HUD), includes the rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants.
The Thomas residence at 1635 NW 24th Avenue was evaluated on February 15, 2022. It was determined to be dilapidated and ineligible for housing rehabilitation assistance. The property owner agreed to be placed on Community Programs’ waiting list for the demolition and reconstruction of the structure if funding became available.
This rebuild project is for a qualified elderly, low-income household. Costs for this project were originally solicited in accordance with the City’s Procurement Policy and grant and program guidelines through Invitation to Bid (ITB) No. CDS/250327 on August 20, 2025. Three bids were received and 2W Construction Corp of Ocoee, Florida, was found to be the lowest responsive and responsible bidder with a total bid of $220,550. Council approved the award of the contract to 2W Construction Corp on November 4, 2025.
FINDINGS AND CONCLUSIONS:
On March 4, 2026, 2W Construction formally notified the City’s Project Manager of its desire to terminate its Agreement with the City due to “unforeseen labor shortages and certain personal matters”. On March 6, 2026, the City’s Director of Procurement & Contracting provided a written acceptance of cancellation and notice of suspension to 2W Construction Corp.
On March 9, 2026, the City Procurement Department issued ITB No. CDS/250327A. The bid closed on March 23, 2026, with seven contractors responding. Bentley Pinder Construction, LLC, of Ocala, Florida, was found to be the lowest responsive and responsible bidder with a total bid of $161,617.30. This project will be funded from the City’s HOME Investment Partnerships Program (HOME) grant. Staff recommends approval.

FISCAL IMPACT:
Funding in the amount of $161,618 is available in account 001-050-501-554-55-34010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
