BACKGROUND:
The City has a current agreement with Allen, Norton, & Blue in the amount of $50,000 for legal services related to employment matters. The City recognizes the necessity of specialized legal support to ensure compliance with labor law and to address employee-related legal matters effectively.
With ongoing open litigation claims, an additional expenditure of $64,000 is required to fulfill the contract obligation for these services. Funds are not available in the Professional Services Account to pay for these claims. A General Fund Reserve Contingencies account transfer is required to support these additional claims expenditures.
FINDINGS AND CONCLUSIONS:
Staff recommends approval.

Funding in the amount of $64,000 will be transferred from the General Fund Reserve for Contingencies account 001-099-999-513-81-99800 to the Professional Services - Legal account 001-015-015-513-51-31020 to support additional contract expenses.

BUDGET RESOLUTION 2025-103
A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO TRANSFER FUNDS FROM THE GENERAL FUND RESERVE FOR CONTINGENCIES ACCOUNT TO support additional EMPLOYMENT LEGAL SERVICES contract expenses totaling $64,000
WHEREAS, the City has a current contract (HUM/210096) with Allen, Norton, & Blue to address employment and employee-related legal matters; and
WHEREAS, the current budget allocation for employee labor law services is insufficient to cover the expenses associated with current open litigation claims with Allen, Norton, & Blue law firm; and
WHEREAS, an additional expenditure of $64,000 is required to fulfill the contract obligations for labor law services through March 2025; and
WHEREAS, a transfer from the General Fund Reserve for Contingencies account to the Professional Services account is required.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2023-24 budget be amended as outlined below:
