BACKGROUND:

The Patrick Leahy Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998, is a unique U.S. Department of Justice initiative that provides a critical resource to state and local law enforcement. Bulletproof vests have a five-year life span. Grants are available from the U.S. Department of Justice to assist agencies with 50 percent of the funding to replace expired vests and to purchase new bulletproof vests.

 

FINDINGS AND CONCLUSIONS:

On May 22, 2026, the Ocala Police Department was notified that the Bureau of Justice Assistance approved funding for the Fiscal Year 2025 Bulletproof Vest Partnership (BVP) in the amount of $22,854. This grant will allow the agency to purchase new bulletproof vests. A required 50 percent match of $22,854 is budgeted for Fiscal Year 2025-26.

 

FISCAL IMPACT:

$22,854 is required for the 50 percent match of the grant from account 001-018-822-521-52-52010. MUNIS Contract # 260789.

BUDGET RESOLUTION 2026-148

 

A RESOLUTION TO AMEND THE FISCAL YEAR 2025-26 BUDGET TO ACCEPT AND APPROPRIATE FUNDS FROM THE U.S. DEPARTMENT OF JUSTICE FOR THE PURCHASE OF BULLETPROOF VESTS TOTALING $22,854

 

WHEREAS, the safety and protection of law enforcement officers is of utmost importance to the City of Ocala; and

WHEREAS, bulletproof vests have a limited five-year lifespan, and grants are available to assist agencies with funding to replace and purchase new vests for law enforcement officers; and

WHEREAS, on May 22, 2026, the Ocala Police Department received award notification through the Bulletproof Vest Program, funded by the Bureau of Justice, Office of Justice Programs, and U.S. Department of Justice for the purchase of bulletproof vests effective upon execution through August 31, 2027; and

WHEREAS, the Ocala Police Department’s budget includes funding for the required 50% grant match.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-2026 budget be amended as outlined below to accept and appropriate a grant totaling $22,854 from the U.S. Department of Justice to purchase bulletproof vests.
