BACKGROUND:
The Public Works Streets Division is requesting approval of a one-year renewal of Contract No.: PWD/200581 with Southern Lawn Care Mid Florida, Inc., for mowing of city-maintained rights-of-way, medians, parcels, and other designated areas in the northern half of the city. The mowing is based on a set number of cuts per month for each month of the calendar year. The scheduled mowing ensures an acceptable appearance and contributes to the longevity of our road network.
FINDINGS AND CONCLUSIONS:
On August 11, 2020, the City issued its Invitation to Bid (“ITB”) No. PWD/200581 for mowing services in the northern half of the city. Six (6) bids were received with the following results:

*Tree Service Group, Inc., was the lowest responsive and responsible bidder and was awarded the contract but terminated their agreement prior to completion of the first cut after stating they were unable to perform the services. **Green Lawn Management, LLC, was the next lowest bidder but declined to take over the contract.
On March 16, 2021, City Council approved the award of a two-year contract for streets grounds maintenance in the north section of the city to Southern Lawn Care Mid Florida, Inc. The agreement included two (2) optional, one-year renewal periods. On February 2, 2022, the Original Agreement was amended by the parties to modify the locations to be maintained.
Staff recommends approval of the first one-year renewal with Southern Lawn Care Mid Florida, Inc. for the period March 17, 2023, through March 16, 2024.
FISCAL IMPACT:
Funding for this contract has been budgeted in 158-023-430-538-53-34010 for FY22-23 in the amount of $111,808 and will be budgeted for FY23-24 in the amount of $79,863.
PROCUREMENT REVIEW:
These services were procured, and this renewal agreement reviewed, in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Amendment has been reviewed and approved for form and legality by City Attorney, William E. Sexton.
