BACKGROUND:
Mikael 25, Inc., doing business as Spot on Liquors, requests a permit for beer, wine, and liquor package sales in sealed containers, with no sales by the drink or consumption on premises, at 125 NW 27th Avenue, Unit 107 (Parcel 2260-228-001).
This property obtained site plan (SPL22-45012) approval in August 2023, building permit (BLD25-1784) approval in August 2025, and received their certificate of occupancy in September 2026.
The subject property is located approximately 230 feet from an established residential neighborhood zoned R-3 and approximately 480 feet from an established residential neighborhood zoned R-2. The property is also immediately adjacent to a pediatric medical office.

• Request: The purpose of this request is for approval of a State 3PS alcohol permit to allow beer, wine, and liquor package sales in sealed containers, with no sales by the drink or consumption on premises. Hours will be Monday - Thursday 10 a.m. - 11 p.m. and Friday-Saturday 10 a.m.-12 a.m., closed Sunday. (Code of Ordinances Section 6-5 limits the hours and times during which alcoholic and intoxicating beverages may be sold, consumed, or served, or permitted to be served or consumed, in any place or on any premises defined as a business establishment as follows: for each day of the week except Sunday, between the hours of 7 a.m. and 2 a.m. the following days. On Sunday, Alcoholic beverages may be sold for consumption on the premises only, between the hours of 11 a.m. and 2 a.m. on Monday; and beer, ale, and wine may be sold in sealed containers for consumption off the premises only, between the hours of 7 a.m. on Sunday and 2 a.m. on Monday.)

This request is for a provisional location permit, subject to the applicant satisfying the requirements of the City’s Code of Ordinances Section 6-32(d) to obtain their appropriate state-issued license.
