body

BACKGROUND:

Ocala Electric Utility (OEU) relies on contracted underground directional boring services to install electrical conduit systems. These services support reliability-focused capital improvement projects including new underground primary and secondary cable installations, replacement of aging direct-buried cable, and conduit for system expansion.

On February 7, 2023, the City Council approved the award of a two-year contract (ELE/220774) to Bellmore Enterprises, Inc., for underground boring and conduit installation services with an aggregate expenditure threshold of $1,000,000. The contract included an option for two additional one-year renewal terms.

On October 1, 2024, the City Council approved the first one-year renewal and an additional $2,000,000 in expenditures, increasing the total contract value to $3,000,000. The second and final one-year renewal was executed on February 1, 2026, extending the term through February 7, 2027. No additional funds were requested at that time.

FINDINGS AND CONCLUSIONS:

Since contract inception, expenditures under ELE/220774 have totaled $3,000,000. Staff estimates an additional $500,000 is needed to complete anticipated projects through the end of the final renewal term on February 7, 2027. This increases the contract value for ELE/220774 to $3,500,000.

FISCAL IMPACT:

Funding for boring services is included in individual projects and impacts multiple accounts in the Fiscal Year 2026-27 budget.

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy.

LEGAL REVIEW:

This amendment will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
