BACKGROUND:

On April 15, 2024, the City issued a request for proposals from professional design-build teams to provide conceptual designs, final design, construction documents, and construction services for the construction of a multi-story parking garage with a minimum of 800 parking spaces to be located at the City block encompassed by West Broadway Street to the north, SW Third Avenue to the west, SW Second Avenue to the east and West Fort King Street to the south.

 

FINDINGS AND CONCLUSIONS:

On June 14, 2024, the City received two qualified and responsive proposals. A selection committee met to review the two proposals for qualifications, availability, experience, and price. Both firms were shortlisted and requested to provide presentations.

 

The shortlisted firms that provided presentations were:

                     SSC Construction, LLC                                                                                    Ocala, FL

                     Finfrock Construction, Inc.                                                                                    Apopka, FL

 

 

The firms were scored by ordinal ranking. The selection committee members ranked SSC Construction, LLC first and Finfrock Construction, Inc. second.

 

SSC Construction presented the committee with the desired aesthetics, construction, and price the City sought. Therefore, they recommend an award to SSC Construction, LLC.

 

This project is partially funded by the American Rescue Plan Act (ARPA). On June 6, 2023, the City Council approved Budget Resolution #2023-144 to accept the ARPA funds and designate $3,242,323 for the project. 

 

Parking Garage No. 2 is projected to be completed by June 2026.

 

FISCAL IMPACT:

Funding for this project is budgeted in the following accounts:

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
