BACKGROUND:

The State Housing Initiatives Partnership (SHIP) Program funds local governments to incentivize the creation of partnerships that produce and preserve affordable homeownership and multifamily housing. The program is designed to serve extremely low, very low, low, and moderate-income families.

 

FINDINGS AND CONCLUSIONS:

On or about February 19, 2025, the Florida Housing Finance Corporation (FHFC) informed 2023-24 SHIP Grant recipients that FHFC would disburse additional funds available for the 2023-24 Fiscal Year (based on population formulas). These funds went unrequested from the $5 million in funding held back for potential disasters in the 2023-2024 State Fiscal Year.

While these funds were initially held back for disaster recovery efforts, they are now being disbursed as regular SHIP funding. There is no requirement for these funds to be used for disaster applicants. They can be used for any eligible SHIP strategy in the recipient’s Local Housing Assistance Plan for 2023-24.

BUDGET RESOLUTION 2025-137

 

A RESOLUTION AMENDING THE FISCAL YEAR 2024-25 BUDGET TO ACCEPT AND APPROPRIATE 2023-24 STATE HOUSING INITIATIVES PARTNERSHIP DISASTER RELIEF FUNDS FROM THE FLORIDA HOUSING FINANCE CORPORATION IN THE AMOUNT OF $15,404

 

 

WHEREAS, the State Housing Initiatives Partnership (SHIP) Program funds local governments to incentivize the creation of partnerships that produce and preserve affordable homeownership and multifamily housing. The program was designed to serve extremely low, very low, low, and moderate-income families; and

 

WHEREAS, the unused 2023-24 SHIP disaster relief funding was not fully requested; and

 

WHEREAS, on February 19, 2025, the Florida Housing Finance Corporation reallocated the unused disaster relief funds to SHIP entitlement communities.

 

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended to appropriate $15,404 to carry out activities as outlined below.
