BACKGROUND:
The City of Ocala Facilities Department has identified the need for comprehensive roof replacements across multiple municipal buildings. The existing roofing systems at these locations have reached the end of their service life, exhibiting widespread deterioration, including water intrusion, insulation damage, and membrane failure.
FINDINGS AND CONCLUSIONS:
A policy exception request to piggyback Marion County’s contract was submitted by Facilities Management staff and approved by the Procurement and Contracting Officer on August 22, 2025. Marion County awarded Contract No. 22Q-056-CA-01 to Big D’s Roofing, Inc, after a competitive solicitation (RFP 22Q-056) where four vendors were evaluated. On March 1, 2022, contract awards were made to Big D Roofing Services, Inc. and Advanced Roofing, Inc. The original contract was awarded for a term of three years, from March 1, 2022 through March 31, 2025 with a one-year extension.
Big D Roofing Services, Inc. has agreed to extend pricing and services to the City of Ocala under the same terms and conditions. This pricing has been found to be fair and reasonable by Facilities staff.
The Facilities Department, in coordination with external service providers, has completed a comprehensive evaluation to assess the scope and urgency of the roofing issue. The evaluation determined that several full roof replacements will be required soon to maintain structural integrity, safeguard City assets, and ensure the continued safety and comfort of building occupants. The attached prioritized list includes the buildings that staff will begin work on first (this list is subject to change as needed). Staff recommends approval to proceed with Big D Roofing, utilizing Marion County, Florida, Contract No. 22Q-056, in the aggregate amount of $500,000.
FISCAL IMPACT:
Funds are allocated/encumbered in account 001-026-601-519-51-46010 - Facilities CIP Repair.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
