BACKGROUND:
In 2017, the City of Ocala and the Fort King Heritage Foundation completed phase I reconstruction of historic Fort King (1837). This project included informative archaeological work and construction of the palisade walls and two block houses. The Fort King Heritage Foundation provided almost $80,000 in cash, secured over $80,000 in donated services, and facilitated another $235,000 in funding from a Felburn Grant and a TDC Grant. The City advanced the funds for the project which allowed the Foundation to continue its fundraising efforts during the construction phase.
The Blacksmith Shop is the next component of the larger Fort King reconstruction. In 2020-21, the Fort King Heritage Foundation funded the archaeology work associated with this project in the amount of $42,750. That work is now complete.
On October 1, 2021, the City of Ocala issued RFP# REC/210855 - Design Build 1837 Period Blacksmith Shop at Fort King National Historic Landmark. Proposals were due on November 1, 2021. Three proposals were received. After reviewing the remaining submittals and hearing presentations by all proposers, the selection committee ranked Dinkins Construction, LLC as the top ranked proposer.
FINDINGS AND CONCLUSIONS:
• The City of Ocala recently issued a Request for Proposals for design/build of the Blacksmith Shop. The selection committee met to review the proposals and selected a contractor. The estimated project cost is $135,000 (final total pending completion of negotiations). The Foundation has secured $80,000 in funding to offset this cost and is pursuing the balance of the funds needed to support the total cost.
• The Foundation requests the City of Ocala to advance the funds needed to award the contract and begin the project and allow the Foundation to raise the balance of the funds while construction is underway. This will allow us to expedite construction.
• The City will seek reimbursement from the Foundation.
FISCAL IMPACT:
The City will advance payments to the contractor for construction and will seek reimbursement from the Foundation.

A RESOLUTION TO AMEND THE FISCAL YEAR 2021-2022 BUDGET
TO ACCEPT AND APPROPRIATE A DONATION FROM THE FORT KING HERITAGE FOUNDATION TO FOR THE RECONSTRUCTION OF A BLACKSMITH SHOP AT THE FORT KING NATIONAL HISTORIC LANDMARK IN THE AMOUNT OF $135,000
WHEREAS, in 2017, the City of Ocala and the Fort King Heritage Foundation completed phase I reconstruction of historic Fort King (1837); and
WHEREAS, the Fort King Heritage Foundation provided almost $80,000 in cash, secured over $80,000 in donated services, and facilitated another $235,000 in funding from a Felburn Grant and a TDC Grant for historic Fort King; and
WHEREAS, the Foundation wishes to fund the cost of design/construction of blacksmith shop at this site with an estimated cost of $135,000; and
WHEREAS, the Fort King Heritage Foundation has committed to raising $135,000 needed to fund the project costs.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2021-2022 budget be amended as follows to accept and appropriate $135,000 in donations from the Fort King Heritage Foundation for purposes of reconstructing Fort King Blacksmith Shop at the Fort King National Historic Landmark.
