BACKGROUND:
The Ocala Police Department (OPD) has experienced success with intelligence-led policing. Implementation of new technologies and methodologies, including the quadrant/span-of-control system, has greatly aided in the apprehension and prosecution of criminals. Improved response times and police communication have been directly and positively impacted by the intelligence-led policing model: the Real Time Crime Center.
FINDINGS AND CONCLUSIONS:
The space where the Real Time Crime Center is currently housed at OPD headquarters requires renovations to relieve existing space and operational constraints. A larger, more technologically advanced space will enable personnel to consolidate equipment and complete operations more efficiently.
On December 4, 2025, the City issued Invitation to Bid (ITB) No. OPD/260249 for the renovation of the Real Time Crime Center space. Eleven companies attended the mandatory pre-bid meeting on December 15, 2025. Three companies submitted bids, and FSV Construction Company was ultimately found to be the lowest responsive and responsible bidder:

All contractors and subcontractor employees working on site must undergo a Level II background check.
Police and public safety will be significantly enhanced by establishing a technologically advanced Real Time Crime Center at OPD headquarters. Staff recommends approval.
FISCAL IMPACT:
The total cost of the renovation project is $992,054. Funds are budgeted in account 001-018-858-521-69-65010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
