BACKGROUND:

On Feb. 4, 2020, the City entered an interlocal agreement with Marion County to create the Ocala/Marion County Joint Office on Homelessness.  The City entered into a separate Memorandum of Understanding with FL-514 Ocala/Marion County Continuum of Care (CoC) Board for the City to assume the duties and responsibilities of the Homeless Management Information System (HMIS) and coordinated entry system. On January 12, 2022 the Housing of Urban Development (HUD) entered into an agreement with Marion County for the County to receive HMIS Grant funding in the form of Grant No. FL0641L4H142004.

 

FINDINGS AND CONCLUSIONS:

 

HUD issued an amendment to the CoC program grant agreement that was approved by the County on March 15, 2022. This amendment will transfer grant funds to the City to properly fund the Office of Homeless Prevention for the 2022 fiscal year.

BUDGET RESOLUTION 2022-151

 

A RESOLUTION AMENDING THE FISCAL YEAR 2021-2022 BUDGET TO ACCEPT AND APPROPRIATE FUNDING FROM THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR THE MARION COUNTY’S CONTINUUM OF CARE (CoC)  HOMELESS INFORMATION SYSTEMS (HMIS) PROGRAM  GRANT IN THE AMOUNT OF $83,491

 

 

WHEREAS, on Feb. 4, 2020, the City entered an interlocal agreement with Marion County to create the Ocala/Marion County Joint Office on Homelessness; and

WHEREAS, on Feb. 4, 2020, the City entered a separate Memorandum of Understanding with FL-514 Ocala/Marion County Continuum of Care (CoC) Board for the City to assume the duties and responsibilities of the HMIS and coordinated entry system; and

WHEREAS, HUD awarded the Ocala-Marion County CoC a HMIS Grant in the amount of $83,491 to support the HMIS Program; and

WHEREAS, on January 12, 2022 The County signed for the HMIS Grant as the recipient; and

WHEREAS, the City contacted The County and HUD to make them aware of this error; and

WHEREAS, HUD issued an amendment to the CoC Program Grant agreement that was approved by the County on March 15, 2022 to make the City the recipient of Grant No. FL0641L4H142004.

 

NOW, THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the FY2022 Budget be amended as outlined below to appropriate funding as follows:
