BACKGROUND:

Bus shelters are an essential component of public transportation, providing passengers with protection from the sun, rain, and other weather conditions, thereby improving comfort and safety while waiting for transit. They enhance the visibility and accessibility of the system, encourage ridership, and demonstrate a community’s investment in public transportation. Additionally, shelters offer opportunities for lighting, seating, and signage, improving overall customer experience and ADA accessibility.

 

SunTran staff proposes purchasing 15 bus shelters using Jacksonville Transportation Authority’s (JTA) P-19-010 Transit Shelters, Amenities, and Outdoor Equipment contract with Tolar Manufacturing Company.  The solicitation conducted by JTA complies with Federal Regulation 2 CFR part 200 and the City of Ocala’s procurement policies and procedures.  Tolar has agreed to extend the exact price to the City of Ocala, which was also provided to JTA under the contract.

 

In accordance with Federal Transit Administration (FTA) regulations, a comparative price analysis was conducted. Tolar Manufacturing submitted the lowest responsive bid in the amount of $227,065. For comparison, Brasco International submitted a bid of $242,250, and Duo-Guard Industries submitted a bid of $280,190. Based on this analysis, Tolar Manufacturing was determined to offer the most cost-effective option.  Staff has reviewed the bids and determined the pricing to be fair and reasonable.

 

On October 5, 2021, the City Council approved an agreement with Kimley-Horn & Associates, Inc. to provide continuing professional transit-related design services for three years beginning 10/19/21 and ending 10/18/24 with the option of two consecutive one-year renewals.

 

On February 1, 2022, the City Council approved Task Work Order #13 for Kimley-Horn & Associates to provide SunTran fixed-route bus transit design services for 25 bus stops to include stop prioritization, surveying, construction plans, and permitting in the amount of $217,921.

 

On May 19, 2023, Amendment #1 to the Bus Stop Design Services in the amount of $25,009 was approved by the City Manager for additional survey and site plan work for additional bus stops and locations.

 

On October 15, 2024, the City Council approved the first amendment to the agreement for an additional year, in an amount not to exceed $90,000.

 

FINDINGS AND CONCLUSIONS:

                     The purchase will be made with Jacksonville Transportation Authority’s contract P-19-010 with Tolar Manufacturing Company for the purchase of Transit Shelters, Amenities, and Outdoor Equipment.  JTA's contract with Tolar for transit shelters, amenities, and outdoor equipment was awarded on December 2, 2019, for a term of five years with a single five-year renewal option. 

 

                     Staff will evaluate the design report to identify 15 stop locations, considering criteria such as ridership trends, physical placement constraints using SunTran’s bus stop guidance, and the geographic distribution of stop locations to ensure shelters are provided throughout the service area. 

 

                     Upon approval of the purchase, the staff will solicit bids for the construction and installation of the 15 bus stops.

 

                     Staff recommends approval.

 

FISCAL IMPACT:

The funding for the bus shelter does not require a local match.  It will be paid from grant account 494-060-454-544-64-63010.

PROCUREMENT REVIEW:

These goods were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

N/A. The terms and conditions contained in the City’s Purchase Order will govern this transaction.
