BACKGROUND:

The City has expended the funds approved in this fiscal year’s budget for the Drainage Rehabilitation and Improvement Program (DRIP) program.  The SW Third Avenue drainage project will need to start prior to the end of this fiscal year to meet the timeline for completion.  The project will construct a new stormwater conveyance system along W Fort King Street and SW Third Avenue, re-routing stormwater currently flowing through a box culvert that crosses the Mt. Moriah Church property.  The City currently owns this property and plans to construct a new parking garage on this site with construction beginning in January of 2025.

 

FINDINGS AND CONCLUSIONS:

Completion of this project is required to prepare the Mt. Moriah site for construction of the new parking garage.

 

This project must begin prior to the end of Fiscal Year 2023-24 and be completed early Fiscal Year 2024-25.

 

There are sufficient funds in the Stormwater Reserve for Contingencies account to fund the DRIP program and construct this project.

 

DRIP funds remaining after project completion will remain in the DRIP program and will be used to fund additional stormwater projects under the program.

 

FISCAL IMPACT:

Funds will be transferred from the Stormwater Reserve for Contingency account # 158-099-999-538-81-99800 and appropriated to 158-020-343-538-69-65010.

BUDGET RESOLUTION 2024-149

 

A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 BUDGET TO APPROPRIATE FUNDS FROM THE STROMWATER RESERVE FOR CONTINGENCIES FOR THE SW 3RD AVE DRAINAGE PROJECT IN THE AMOUNT OF $1,000,000

 

WHEREAS, the project is to construct a new stormwater conveyance system along W Ft. King and SW 3rd Avenue to carry stormwater flows and abandon the existing stormwater culvert that runs across the Mt. Moriah site; and

 

WHEREAS, this project is being performed in order to prepare the site for construction of the new parking garage; and

 

WHEREAS, there are sufficient funds in the Stormwater Reserve for Contingencies account to fund this project.

 

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session that the Fiscal Year 2023-24 budget be amended to accept and appropriate funding as outlined below:
