BACKGROUND:

This Public Transportation Grant Agreement is being amended to ensure that grant funds can be used for engineering and design services for bus shelters, new restrooms with a ticketing kiosk, and renovation of the SunTran facility. Amendments were made to the project description, scope, deliverables, and the schedule of financial assistance. The grant amount remains the same.

 

The FDOT annually provides grant funding to communities that will pay for a portion of either capital expenses or operating assistance for fixed route public transit systems. This year FDOT announced that the FY21 and FY22 allocations will not require a local match. It was determined to apply for a capital expense FDOT grant using both Ocala’s FY21 allocation of $523,310 and FY22 allocation of $710,265. In order to be awarded the funding, the City has to enter into a Public Transportation Grant Agreement (PTGA) with FDOT.

 

The agreement will expire and funding must be expended by June 30, 2023.

 

FINDINGS AND CONCLUSIONS:

This amendment is necessary to allow for planned improvements to continue.

 

The $1,233,575 in grant funding will allow the City to move forward with several large-scale capital projects without having to utilize local funding: the renovation of the SunTran Admin/Maintenance Facility; the construction of a new bus driver ready room/bathroom/kiosk at the bus station; and pedestrian improvements for new bus shelters by adding new bus shelter pads and walkways. The grant will also pay for the acquisitions of surveillance/security equipment for the SunTran Admin/Maintenance Facility and bus transfer station; 2 new non-revenue generating SUVs, a bus washer and maintenance shop equipment.

 

The funding will be used to enhance the SunTran operation and provide additional safety measures for the public.

 

FISCAL IMPACT:

This amendment does not require any change to appropriation of funds or to the associated budget resolution approved by City Council on November 16, 2021.

 

The FDOT Public Transportation Grant Agreement provides 100% of the funding for the projects; no local match is required.

RESOLUTION 2022-19

 

A RESOLUTION ACCEPTING an Amendment to the PUBLIC TRANSPORTATION GRANT AGREEMENT #433304-2-94-01 BETWEEN THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) AND THE CITY OF OCALA FOR CAPITAL FUNDING FOR THE OCALA/MARION COUNTY PUBLIC TRANSIT SYSTEM, SUNTRAN, IN THE AMOUNT OF $1,233,575

 

WHEREAS, the FDOT announced that the FY21 and FY22 Public Transit Grant allocations will not require a local match; and

WHEREAS, the City submitted a grant application to FDOT for its FY21 allocation of $523,310 and FY22 allocation of $710,265 to pay for capital expenses for SunTran, the fixed route transit system; and 

WHEREAS, the Florida Department of Transportation (FDOT) has entered into a Public Transportation Grant Agreement (PTGA) with the City of Ocala to provide funding for SunTran capital projects; and

 

WHEREAS, the funds will be spent on: the design and renovation of the SunTran administrative/maintenance facility; the design and construction documents of a new bus driver ready-room/bathroom/kiosk at the bus station; the acquisition of surveillance/security equipment for the SunTran administrative/maintenance facility and bus transfer station; engineering and design of pedestrian access, shelter pads and walkways to bus shelters; and the purchase of 2 non-revenue generating SUVs, a bus washer, and maintenance shop equipment; and

 

WHEREAS, the Florida Department of Transportation requires that the City of Ocala execute and deliver to the FDOT an Amendment to the Public Transportation Grant Agreement to allow for planned expenditures;

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled, that the City Council President is hereby authorized to make, execute and deliver to the FDOT an Amendment to the Public Transportation Grant Agreement #433304-2-94-01, attached as Exhibit A.
