BACKGROUND:

Ocala Electric Utility (OEU) has an ongoing need for wood pole inspection and groundline treatment services. In 2007, the City of Ocala implemented its Wood Pole Inspection and Treatment Program in response to Florida Public Service Commission requirements on utility storm hardening. Regular inspection and treatment under this program delays wood pole decay and helps wood poles retain their design strength as they age. This program increases the useful life of the City’s wood poles, thereby reducing system maintenance costs and increasing system reliability.

 

After a competitive solicitation process, the Florida Municipal Power Agency (FMPA) awarded a contract to Osmose Utility, Inc., RFP2020-200, titled “Inspection and Treatment of Utility Wood Poles.”  The original contract was October 1, 2020, through October 31, 2024. By mutual consent of FMPA members, the contract was extended for one year to expire on October 31, 2025. At that time, the award may be extended by mutual consent for an additional one-year extension.

 

OEU anticipates inspection services and treatment on 3,500 wood utility poles during the contract term.

 

FINDINGS AND CONCLUSIONS:

OEU requests approval to utilize the FMPA contract with Osmose Utility, Inc. for inspection and treatment of utility wood poles not to exceed $200,000.

 

FISCAL IMPACT:

Funds are encumbered in Fiscal Year 2024-25 in account #457-032-231-531-53-34010.

 

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
