BACKGROUND:

The Florida Department of Transportation (FDOT) Public Transit Service Development Grant Program provides initial, short-term funding for transit agencies to test new and innovative services, technologies, and routes to improve public transportation in Florida. Enacted by the Florida Legislature and authorized under Chapter 341 of Florida Statutes, the program helps assess the viability of new transit methods before recipients commit to continuing successful projects without further state funding.

 

On May 21, 2024, the City Council approved Resolution 2024-27 approving the submittal of the grant application to fund the Downtown Circulator Trolley.

 

The agreement states that funds are available through June 30, 2028, and FDOT will not reimburse any expenses claimed after this date.

 

FINDINGS AND CONCLUSIONS:

The Public Transit Service Development Grant and the matching local funding are necessary to cover the operating expenses of the Downtown Circulator Trolley.

 

FISCAL IMPACT:

The FDOT will provide $114,572 toward the total Transit Service Development Grant of $229,144.  This funding will be received in revenue account 494-334-000-000-09-33496 and expensed in account 494-050-493-544-54*.  The local match of $114,572 will be expenses from account 494-051-493-544-54-34010. The match funds will be transferred to fund 494 from fund 674 as provided on the included budget resolution.

BUDGET RESOLUTION 2025-181

 

A RESOLUTION AMENDING THE FISCAL YEAR 2024-25 BUDGET TO accept and appropriate $114,572 in Public Transit Service Development Grant Agreement funds from the Florida Department of Transportation and $114,572 in local matching funds in support of the Downtown Circulator Trolley for a total amount of $229,144

 

 

WHEREAS, the Florida Department of Transportation (FDOT) provides initial, short-term funding for transit agencies to test new and innovative services, technologies, and routes to improve public transportation in Florida; and

WHEREAS, on May 21, 2024, the City of Ocala adopted resolution 2024-27 supporting the submittal of a grant application for the FDOT 2026 Public Transit Service Development Program concerning the proposed Downtown Circular Trolley; and

WHEREAS, the City of Ocala will receive $114,572, pending execution of the Public Transit Service Development Grant Agreement, which requires a 50 percent local match; and

WHEREAS, funds are available through June 30, 2028, and any expenses claimed after this date will not be reimbursed by FDOT.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended as follows:
