BACKGROUND:

In 2009, the City of Ocala entered an interlocal agreement with Marion County for the transfer of Animal Control Services to Marion County. This agreement included an obligation of the City to provide additional funding, personnel, and equipment to the County during the transition for the initial years of 2010, 2011, and 2012. Marion County and the City of Ocala recognize that circumstances have changed since the 2009 agreement and now desire to enter a new interlocal agreement to further define the level of service and address operational and funding issues.

 

FINDINGS AND CONCLUSIONS:

Animal control services provided by the County within the limits of the City should be the same services that the County provides elsewhere in their service area. The City will pay 10% of the County’s expenses from FY20/21 which totaled $188,656.

Additionally, the City and County understand, acknowledge, and agree that there will be two Animal Control Officer positions solely and exclusively dedicated to the provision of Animal Control Services within the city limits only and not be utilized by the County for any other areas in Marion County. The City will compensate the County for enhanced animal control services which includes all salary, benefit, equipment, and operational costs associated with two Animal Control Officers, totaling $314,044 for this fiscal year.

 

FISCAL IMPACT:

$150,000 is already budgeted in account 001-012-210-512-51-81010.  $352,700 will be transferred from General Fund Reserve for Contingencies to 001-012-210-512-51-81010.

BUDGET RESOLUTION 2023-136

 

A RESOLUTION AMENDING THE FISCAL YEAR 2022-2023 BUDGET TO TRANSFER FUNDS FROM THE GENERAL FUND RESERVE CONTINGENCIES ACCOUNT FOR ANIMAL CONTROL SERVICES IN THE AMOUNT OF $352,700 

 

 

WHEREAS, animal control services have been provided by Marion County since 2009; and

WHEREAS, the City will enter into an interlocal agreement with Marion County for the provision of animal control services within the city limits; and

WHEREAS, there will be two animal control officers solely dedicated within the city limits; and

WHEREAS, the first initial payment for animal control services will be 10% of the FY20/21 actual expenditure totaling $188,656; and

WHEREAS, the first annual compensation for the enhanced animal control services which include the salary, benefits and operational costs of $314,044; and

WHEREAS, $150,000 is available in the FY22-23 budget creating a projected budget shortfall of $352,700.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, the FY22-23 budget will be amended as follows:
