Zoning and Land Use Details:
Lake Louise Estates, Lake Louise Manor, and the First Addition Plats were originally platted for the development of single-family residential as well as public rights-of-way to service these homes. The single-family residential and public rights-of-way remain mostly undeveloped. Moving forward, the property owner must vacate plats and easements if future development differs from the current plat and right-of-way configuration.
In 2022, 88.73 acres were annexed into the City to provide municipal services to the property. Low-Intensity future land use and a Future Land Use Policy (FLUP) were adopted in May 2022. The FLUP governs density, buffers, access, and traffic, and mandates zoning for Planned Development (PD). The FLUP requires a maximum density of 1,146 dwelling units; any proposed business uses would require a density reduction. Also in 2022, a PD was approved, which is consistent with the future land use and FLUP.
Planning and Commission
The proposed abrogation was presented to the Planning and Zoning Commission on June 8, 2026. There were no public comments; however, one letter of objection (see attached agenda item) was presented to the Commission for their review. The Planning and Zoning Commission voted five to zero to recommend approval to the City Council.
FINDINGS AND CONCLUSIONS:
• There were no concerns or objections raised by City staff or any utility provider.
• The request is to abrogate portions of public rights-of-way appearing on the Lake Louise Estates Plat, Plat Book F, Page 114, and Lake Louise Manor Plat, Plat Book G, Page 58-61, of the public records of Marion County, Florida.
• One objection letter was received (see attached agenda item).

A RESOLUTION FOR THE ABROGATION AND VACATION OF PORTIONS OF PUBLIC RIGHTS-OF-WAY APPEARING ON THE LAKE LOUISE ESTATES PLAT, PLAT BOOK F, PAGE 114, AND LAKE LOUISE MANOR PLAT, PLAT BOOK G, PAGE 58-61, OF THE PUBLIC RECORDS OF MARION COUNTY, FLORIDA.
WHEREAS, application has heretofore been made by LAKE LOUISE, LLC, a Florida limited liability company (“Applicant”) has heretofore made an application for the abrogation of portions of rights- of- way (the “Abrogated Right- of-way”) in Ocala, Marion County, Florida, as hereinafter more particularly described; and
WHEREAS, the City of Ocala is the owner of the right-of-way described above; and
