BACKGROUND:
The general aviation terminal apron is situated directly in front of the general aviation terminal building and spans approximately 140,000 square feet. Aside from the main runway, it is the most heavily utilized portion of the pavement and has reached the end of its useful life.
The entire pavement section consists of approximately 7.75 inches of asphalt, placed in multiple layers, with some of the oldest pavement dating back to the airport's original construction in 1968. The top layer was overlaid in 2008.
In September 2025, the FAA awarded the City a 95 percent construction grant. This Florida Department of Transportation (FDOT) grant complements the previously approved FAA grant, further reducing the Airport's financial obligation for the rehabilitation of this ramp area. Initially, the Airport was responsible for $140,707, but with the addition of the FDOT grant, this obligation has been reduced to $28,051.
FINDINGS AND CONCLUSIONS:
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• Staff will coordinate construction activities with Sheltair Aviation, the ramp area's leaseholder.
• While the terminal apron is leased to Sheltair Aviation, the responsibility to repair its pavements belongs to the City.
• Staff recommends approval.

A RESOLUTION AMENDING THE FISCAL YEAR 2025-26 BUDGET TO APPROPRIATE GRANT FUNDING FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE CONSTRUCTION OF THE REHABILITATION OF THE TERMINAL APRON IN THE AMOUNT OF $112,206
WHEREAS, on September 16, 2025, the City Council adopted a resolution authorizing entering into Grant Agreement #3-12-0055-035-2025 with the Federal Aviation Administration for the construction of the rehabilitation of the terminal apron; and
WHEREAS, on October 21, 2025, the $2,664,891 FAA grant was approved and appropriated in account 341-060-763-542-69-65010; and
WHEREAS, FDOT is providing a grant in the amount of $112,206; and
WHEREAS, funding is available in the Airport’s budget to provide the required match of $28,051.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2025-26 budget be amended as outlined below to appropriate funding as follows:
