BACKGROUND:
The signalization project at SW 43rd Court and SW 20th Street involves comprehensive signalization improvements. This includes the construction of concrete strain poles, installation of traffic signals, integration of ITS and smart signal technology, pedestrian signals and detectors, loop assemblies, and revisions to the existing traffic pattern to enhance traffic flow and safety.
FINDINGS AND CONCLUSIONS:
On May 30, 2025, the City of Ocala (City) issued its Invitation to Bid (ITB) No.: CIP/250438 for the construction of a signalization project at SW 43rd Court and SW 20th Street. On July 23, 2025, one bid was received on a unit price basis from Traffic Control Devices, LLC (TCD), as follows:

TCD was found to be the lowest responsive and responsible bidder with a total bid of $1,009,755.50. The City bid this project twice before with no bids.
Staff requests a 10 percent contingency in the amount of $100,976 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts that may arise during construction. With the contingency, the total project budget is not to exceed $1,110,732.
TCD has previously completed construction projects for the City, and their performance has been very satisfactory. Staff recommends award of contract to TCD for the construction of the signalization project at SW 43rd Court and SW 20th Street.
FISCAL IMPACT:
Funding for this project is budgeted in account 109-020-386-541-69-65010 in the amount of $1,110,732.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
