BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (“HUD”) includes rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants.
On November 17, 2020, a code enforcement case was opened on the property at 1408 NE 17th Street (the “Ricks Home”) due to a fire that severely damaged the residence. On April 3, 2021, Ms. Ricks applied to the City’s Community Programs Division to receive housing assistance for the residence and was subsequently approved. On April 4, 2022, Ms. Ricks was given an extension by the Municipal Code Enforcement Board after providing a letter from the Community Development Services Director verifying approval for assistance with the demolition and reconstruction of the Ricks Home.
On November 21, 2022, the City issued its Request for Quotation (“RFQ”) No. CDS/210838 for the abatement, demolition, and removal of the Ricks Home. The bid closed on December 5, 2022 and two (2) bids were received. The lowest responsive bidder, Colbert Construction, Inc. was awarded the contract for the abatement, demolition, and removal of the existing structure for $18,448. A Notice to Proceed with the abatement, demolition, and removal will be issued immediately after the formal award of the contract for reconstruction. The demolition and reconstruction contracts will occur consecutively.
FINDINGS AND CONCLUSIONS:
On January 31, 2023, the City issued its Invitation to Bid (“ITB”) No. CDS/210838 for the reconstruction of the Ricks Home. The bid closed on February 20, 2023 and five (5) bids were received as summarized below:

ECG Construction Group, Inc. was found to be lowest responsive and responsible bidder with a bid amount of $205,900. The project will be funded through the City’s HOME Investment Partnerships Program (“HOME”) grant and will provide an affordable housing unit for the next twenty (20) years. The City will record a twenty (20) year deferred mortgage during the period of affordability. Staff recommends approval.
FISCAL IMPACT:
$205,900 is available in account 001-050-501-554-55-34010.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
