BACKGROUND:

As the previous property owner, the City by and through Geosyntec Consultants, Inc. ("Consultant") was required to complete environmental sampling, reports, and action plans for the Florida Department of Environmental Protection (FDEP).  These environmental services were provided by the Consultant in the amount of $828,035.

 

City Council previously approved six budget resolutions for the entire $828,035 as indicated in the table below.

 

FINDINGS AND CONCLUSIONS:

There is $36,389.35 of the approved Budget Resolutions that have not been paid or encumbered.  As such, the $36,390 needs to be reappropriated by City Council through a Budget Resolution since the unencumbered funds were not rolled forward to the current fiscal year to pay the Consultant for rendered work.

 

FISCAL IMPACT:

The Developer did reimburse the City for 50% of these environmental expenses upon property closing.  The City will transfer $36,390 from the General Fund Reserve for Contingencies account (001-099-999-513-81-99800) to the expenditure account for CDS Econ Dev Professional Services (001-016-711-559-55-31010).

BUDGET RESOLUTION 2022-172

 

A RESOLUTION AMENDING THE FISCAL YEAR 2021-2022 BUDGET TO TRANSFER FUNDS FROM THE GENERAL FUND RESERVE FOR CONTINGENCY FOR PINE OAKS ENVIRONMENTAL SERVICES IN THE AMOUNT OF $36,390

 

 

WHEREAS, the City as the previous property owner for the Pine Oaks Golf Course was required to complete environmental sampling, reports, and action plans for the Florida Department of Environmental Protection (FDEP); and

 

WHEREAS, these environmental services were provided by the Consultant in the amount of $828,035; and,

 

WHEREAS, City Council previously approved six budget resolutions for the entire $828,035; and

 

WHEREAS, $36,389.35 of the approved Budget Resolutions have not been paid or encumbered.  As such, the $36,390 needs to be reappropriated by City Council through a Budget Resolution since the unencumbered funds were not rolled to the current fiscal year to pay the Consultant for rendered work. 

 

NOW, THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the FY2022 Budget be amended as outlined below to appropriate funding as follows:
