BACKGROUND:
The approach end of Runway 36 was recently found to not meet the Federal Aviation Administration (FAA) standards for a runway safety area due to changes in grade and depressions that exceed FAA design tolerances. The FAA previously awarded a grant for the design phase of this project.
FINDINGS AND CONCLUSIONS:
• This grant is for the construction phase.
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• Once the FAA grant is approved and executed, a request will be made to the Florida Department of Transportation for a grant to offset the City’s matching obligation further.
• Staff also requests that the City Council authorize the City Council President and City Attorney to execute the grant.
• Staff recommends approval.

A RESOLUTION 2026-XX TO ACCEPT A FEDERAL AVIATION ADMINISTRATION AIRPORT IMPROVEMENT PROGRAM GRANT AGREEMENT # 3-12-0055-038-2026 FOR THE CONSTRUCTION PHASE OF THE RUNWAY 36 SAFETY AREA GRADING PROJECT IN THE AMOUNT OF $406,165
WHEREAS, the Federal Aviation Administration has provided a grant offer to participate in 95% of the project costs associated with the construction phase of the Runway 36 Safety Area Grading Project expense not to exceed $406,165; and
WHEREAS, funds for the City’s $21,377 match are available in the Airport's fund balance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled that the City Council President is hereby authorized to make, execute, and deliver to the Federal Aviation Administration Federal Grant Agreement #3-12-0055-038-2026.
