BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan, approved by the Department of Housing and Urban Development (HUD), includes the rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants.
The Woodbury residence, located at 826 NW Sixth Avenue, was evaluated on April 29, 2022. It was determined to be dilapidated and ineligible for housing rehabilitation assistance. The owner agreed to be placed on Community Programs’ waiting list for the demolition and reconstruction of the structure if funding became available.
FINDINGS AND CONCLUSIONS:
This new build project is for a qualified elderly, disabled, low-income household. Costs for this project were solicited in accordance with the City’s Procurement Policy and grant and program guidelines. Eight bids were received in response to the Invitation to Bid (ITB) No. CDS/250783A.

Gulf Side Improvements, LLC, of Cedar Key, Florida, was initially found to be the lowest responsive and responsible bidder with a total bid of $100,016. On January 20, 2026, City Council approved the proposed contract with Gulf Side Improvements, LLC. On January 26, 2026, the owner of Gulf Side Improvements, LLC, contacted Procurement and Contracting regarding this project and indicated that he no longer wished to proceed at the submitted bid price. Upon notification of the decision, the Director of Community Development Services (CDS) instructed Procurement and Contracting to contact the next-lowest responsive bidder. On January 27, 2026, Bentley Pinder Contracting, LLC was contacted and agreed to carry out the project at the submitted bid price of $138,320.
Funding is available in the City’s Home Investment Partnership (HOME) grant. This project is located in the West Ocala Community Redevelopment Area (CRA).
Staff recommends approval.
FISCAL IMPACT:
Funding is available in account # 001-050-501-554-55-34010, which has an available balance of $480,438
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
