BACKGROUND:
This contract provides all materials, labor, and equipment to complete fence installations and repairs around stormwater drainage areas (DRAs). Fencing has a service life and often requires repairs or replacement when it reaches the end of its functional life due to construction and maintenance activities, tree damage, or vandalism.
FINDINGS AND CONCLUSIONS:
On December 21, 2021, the City Council approved the award of a three-year agreement to Charles White Fence Inc, Contract No.: PWD/210562, for fence installation and repairs around stormwater DRAs not to exceed $150,000.
On October 17, 2024, the Assistant City Manager approved the first amendment to the agreement in the amount of $50,000.
On December 18, 2025, the Assistant City Manager approved the second amendment to the agreement in the amount of $50.000.
Unexpected services related to storm damage and the addition of fencing at three recycling drop-off locations and solid waste compactor locations resulted in additional expenditures of $19,722.65, increasing the total contract amount to $269,722.65.
Staff recommends approval for the additional expenditure to cover services through the end of the contract term of December 21, 2026.
FISCAL IMPACT:
Funding for this amendment has been budgeted in account 158-023-430-538-53-34010 for Fiscal Year 2025-26 in the amount of $25,000 and Fiscal Year 2026-27 in the amount of $25,000; and in account 453-023-325-534-53-34010 for Fiscal Year 2025-26 in the amount of $12,000 and Fiscal Year 2026-27 in the amount of $12,000.

These services were procured in compliance with the City’s procurement policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
