BACKGROUND:

On September 24, 2024, Tropical Storm Helene strengthened into a hurricane before landfall on Florida’s Coast. On September 28, 2024, President Joseph R. Biden, Jr. approved an emergency declaration for Florida. On September 24, 2024, Governor Ron DeSantis approved Executive Order 24-209, declaring a statewide emergency due to Hurricane Helene. Furthermore, on September 23, 2024, Marion County requested a declaration of state of local emergency due to the threat of harm to human life and property from the possible impact of Hurricane Helene.

 

FINDINGS AND CONCLUSIONS:

The Federal Emergency Management Agency (FEMA) approved the City of Ocala, for all reimbursement categories due to Hurricane Helene.

FISCAL IMPACT:

The City of Ocala incurred costs due to Hurricane Helene. FEMA and the Florida Department of Emergency Management intend to reimburse the City of Ocala for approximately $772,293. Costs for the event were captured in division 963 across multiple funds.

PROCUREMENT REVIEW:

These goods and services were procured in compliance with the City’s procurement policy.

LEGAL REVIEW:

This Agreement has been/will be reviewed and approved for form and legality by City Attorney, William E. Sexton.

RESOLUTION 2025-12

 

ADOPT RESOLUTION 2025-XX TO ACCEPT THE FEDERALLY FUNDED SUBAWARD AND GRANT AGREEMENT FOR HURRICANE HELENE, DR-4828, AGREEMENT NUMBER Z4947 AND APPROVE THE DELEGATION OF AUTHORITY TO CITY MANAGER, PETER LEE, TO EXECUTE FUNDING AGREEMENTS AS THE AUTHORIZED AGENT AND SIGN COMPLIANCE DOCUMENTS

 

WHEREAS, on September 28, 2024, President Joseph R. Biden, Jr. approved an emergency declaration for the State of Florida; and

WHEREAS, on September 24, 2024, due to the threat of Hurricane Helene, Governor Ron DeSantis declared a state of emergency for the entire state of Florida by issuing executive order 24-209; and

WHEREAS, on September 23, 2024, Marion County, Florida, requested a declaration of state of local emergency for the possible threat of harm to life and property due to Hurricane Helene; and

WHEREAS, the City intends to seek reimbursement for expenditures from the Federal Emergency Management Agency and State of Florida which would be returned to the appropriate fund’s contingency account.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled to accept the grant agreement and approve the delegation of authority to the City Manager, Peter Lee, to execute funding agreements as the authorized agent and sign compliance documents.
